The 2008 financial crisis has brought challenges as well opportunities to a number of countries,[link widoczny dla zalogowanych], such as China,[link widoczny dla zalogowanych], where labor is relatively cheap. During the crisis service outsourcing became an effective way of cutting costs. As a city with a substantial skill pool, there may never have been a better time for Shanghai to develop its service outsourcing industry.
On June 25,[link widoczny dla zalogowanych], 2009, the Shanghai Municipal Commission of Commerce signed an agreement with the government of the Pudong New Area in the Zhangjiang Hi-tech Park to jointly establish the city's service outsourcing skill development center in the park, the National Outsourcing Personnel Training Center (Shanghai).
Under the terms of the agreement, the training center is expected to nurture 135,[link widoczny dla zalogowanych],000 service outsourcing professionals and provide 70,000 jobs for college graduates within five years. The two sides also expect to see the number of city employees in the service outsourcing sector reach 130,000 in 2013.
The aim of the National Outsourcing Personnel Training Center (Shanghai) is simple - to provide a city-wide service outsourcing skills training resource through cooperation with the Pudong government.
The center's further plans are ambitious. It is seeking to create a national service outsourcing center for training, examining and certification within three to five years,[link widoczny dla zalogowanych], through cooperation with all of the city's relevant departments. Once completed, it is expected to provide Shanghai and the whole of China with a wide array of high quality outsourcing professionals.
It has also stated its commitment to the development of the training center to promoting the cultivation of Shanghai's service outsourcing staff resource.
